Win Eaton is the founding attorney of Eaton & Associates, a law firm committed to the practice of protecting employer rights and the rights of immigrant and non-immigrant workers and investors. He is a Certified Specialist in Immigration and Nationality Law by the State Bar of California Board of Legal Specialization.
Win leads the firm's business immigration group. His practice focuses on Employment, Business and Investment immigration including EB5, Immigrant Worker Petitions, H1B, EB1, EB2, EB3, Labor Certifications, Permanent Resident Applications, as well as Petitions for Non-Immigrant Workers and E2 Investor visas.
He also works in the area of Citizenship and Family Immigration, including removal defense, consular processing, immigration court, and federal appeals. In addition to the firms immigration focus, Win practices in the area of business entity structuring as well as advising companies on I-9 compliance and many other legal matters. Win is an outspoken advocate for employer & immigrant rights and he travels widely giving speeches on Employment related & Immigration issues. He is a member of the Oregon and California Chapters of the American Immigration Lawyers Association.
Win’s law career follows 25 years as a small businessman in the area of electrical and automation contracting serving Western Oregon.

Phong H. Han is an associate attorney with the firm's Bakersfield office. Phong practices family law, including custody, visitation, child support, spousal support, guardianships, adoptions, termination of parental rights, domestic violence restraining orders and divorces. His first three years of practice was in the area of domestic violence restraining orders as part of the Domestic Violence Reduction Project funded by First 5 Kern and he has been an advocate for both parents and children since then.
Phong understands the difficulty clients face in their family law matters. He works to guide our clients through the challenges of the family law court system in order to achieve the best outcomes for clients without creating unnecessary conflict. In those cases where conflict cannot be avoided, Phong works aggressively and effectively to represent clients through all legal avenues, including litigation.

Emily Younger is an associate attorney with the firm’s Bakersfield office. The daughter and granddaughter of Argentine immigrants, Emily cannot remember a time when the immigrant experience was not close to her heart. Emily handles cases on both the family and business sides of the firm’s practice, as well as the majority of the drafting in our appellate cases.
A professed language nerd, Emily has pursued studies in both Spanish and Arabic. She also has extensive experience in legal and academic writing, and serves as an adjunct professor of Legal Writing and Research.
